Initiation About 1/3 of RNAP is in the form of the holoenzyme; about 1/2 exists in the form of transcribing core enzyme. The rest is bound to DNA as loose complexes, which reduces the diffusion problem. Affinity for the promoter site is s-dependent.  Abortive initiation can occur with up to 9 bp synthesis of RNA.
