Termination can occur when a G-C hairpin loop in the growing transcript is followed by a run of U's.  The hairpin causes a pause in transcription, and the poly-U sequence causes loose binding of the RNAP.  The precise terminus is not important because the correct stopping point for translation is determined by the first stop codon.
