For this course (CSS 581 Winter 2014), you need licenses to the MATLAB core, the Statistics Toolbox, and the Neural Network Toolbox.  If you are a student, you can purchase a license package that includes the MATLAB core, Simulink, and 9 Toolboxes (including Statistics) for $99.  The Neural Network Toolbox is separate and costs an additional $29.  Purchase information is on the Mathworks website here.
