Merkel cells appear in the follicular infundibulum and 'the bulge'

Ring-like collections of merkel cells appear in the follicular infundibulum and then in the hair follicle bulge. Their presence in the bulge is associated with the development of the arrector pili muscle, which contains peripheral nerve fibers. The consistent theme with merkel cells is that they are somehow involved in connecting the peripheral nervous system with structures in the skin.
