About the Workshop

Overview

Two national ocean commissions recommended “regional ocean governance” (ROG), including regional ocean councils, as a key feature of US ocean policy in the future. The Commissions argue that a regional approach would better enable an eco-system centered framework to emerge. Preliminary efforts are underway in some regions to explore the definition of ROG, the relationship of ROG to existing regional and sub-regional activities, and the application of the framework in large coast and ocean regions of the country.

The goal of this workshop is to share information about regional governance activities, to relate regional initiatives to emerging federal policies, to explore how regional activities relate to emerging ocean information systems, and to consider common approaches that might improve the efforts of all regions. Representatives from each of the major regions of the US will form a panel and address major constraints and opportunities, and then engage in a discussion with other participants.

Workshop Objectives

The goal of the workshop is to assist those individuals involved in developing and implementing ROG activities, and to assist those who are just beginning to conceptualize a ROG approach. The objective is to develop a baseline of information about existing and emerging ROG efforts.

The baseline will describe the institutional structures and objectives of ROG efforts such as participants, goals, scope of activities, level of effort, and primary linkages to other institutions. Additionally, operational dynamics will be discussed such as impetus for development, opportunities for growth, constraints to overcome, and future needs.

The workshop will address ecosystem-based management within regions and how ROG contributes to advancing that concept. Commonalities and differences in ROG work will be described to portray a national picture.

A workshop report will be prepared describing the “state of the art” as of mid-2005, and widely distributed. The development of a “learning network” will be explored.
